Job Description
Theler Center Manager

1. General
This position is for Mary E. Theler Community Center, also known as Mary E. Theler Community Center and Wetland Trails (“Theler Center”), a Washington nonprofit corporation located in Belfair, Washington. Theler Center is the maintenance and operation manager for a community center and wetland trail system located on property owned by North Mason School District, Washington Department Fish and Wildlife, a private owner and the Sam B. Theler Testamentary Trust.


2. Basic Function 
This position serves as Manager[1] for Theler Center, and is responsible for coordinating day-to-day operations of Center activities; recruiting, training and supervising staff and volunteers; and handling relationships with the public and community.


3.  Characteristic Duties and Responsibilities
The Manager serves as Chief Operating Officer for Theler Center and is therefore responsible for the day-to-day operations management of Theler Center. The focus of the Manager is on strategic, tactical, and short-term operations management, which means he/she is responsible for the design, operation, and improvement of the systems that create and deliver Theler Center’s services. Specific responsibilities and duties include:


3.1. Operations management
3.1.1. Prepare and/or maintain for Board approval a staffing plan and job descriptions for all paid and volunteer staff positions;
3.1.2. Ensure day-to-day organizational requirements are sufficiently met;
3.1.3. Resolve operational problems related to customer service, billing/purchase request procedures and office systems;
3.1.4. Administer the day-to-day maintenance, operation and security of Theler Center buildings and grounds;
3.1.5. Establish sound organizational and operational structure and procedures based on Board policies;
3.1.6. Maintain regular office hours;
3.1.7. Maintain accurate and up-to-date financial accounts;
3.1.8. Maintain timely communication with Board, staff and volunteers;
3.1.9. Perform office duties;
3.1.10. Plan and coordinate activities;
3.1.11. Perform other related duties as assigned; and
3.1.12. Gather data and report to the Board in a timely manner on the operation of Theler Center or as directed by the Board.


3.2. Facilities management
3.2.1. Maintain the buildings, grounds and equipment;
3.2.2. Schedule facilities usage;
3.2.3. Enforce policies and procedures; and
3.2.4. Assure the safety and security of all visitors.
3.2.5. Continuously assess safety risks on Theler Center facilities and correct or mitigate risks.


3.3. Program management
3.3.1. Facilitate and coordinate activities and events;
3.3.2. Publish room rental rates, as approved by the Board;
3.3.3. Prepare annual schedules of facility maintenance, programming and special events;
3.3.4. Maintain records and prepare reports; and
3.3.5. Maintain and update Theler Center's Web site.


3.4. Staff and volunteer management
3.4.1. Supervise the paid and unpaid staff, community service workers and volunteers;
3.4.2. Schedule, assign and monitor tasks to be performed;
3.4.3. Maintain timesheets for staff and volunteers;
3.4.4. Recruit, hire, train, coordinate and motivate staff and volunteers without discrimination because of race, color, religion, sex, or national origin;
3.4.5. Prepare and submit employee reports to government agencies.


3.5. Client, community and Board relationships
3.5.1. Establish, develop and maintain positive and effective relations with facility users and community members;
3.5.2. Develop and maintain business and community partnerships; and
3.5.3. Keep the Board of Directors fully informed of business and programs.


3.6. Fundraising and marketing
3.6.1. Assist the Board in establishing the strategy(ies) for the fundraising and marketing;
3.6.2. Develop and maintain positive and effective relations with financial supporters;
3.6.3. Implement the Board’s fundraising strategy(ies);
3.6.4. Assist the Board in planning, coordinating and monitoring fundraising activities and events;
3.6.5. Maintain a database of potential and actual donors and keep accurate records of donations by donor;
3.6.6. Advise the Board of any changes in law or tax regulations relating to charity fundraising;
3.6.7. Report to the Board on the results of the fundraising strategies and events; and
3.6.8. Report activities of Theler Center regularly through the communications media using press releases, postcards, e-mail, telephone, and newsletters.


4. Supervision Received
This position is under the direct supervision of the President of the Board of Directors, who is the Chief Executive Officer of the Corporation.


5. Supervision Exercised
This position is the first-line supervisor for all paid staff positions and is responsible for recommending all hiring, promotions and terminations to the Board. In addition the incumbent is responsible for supervising and directing all unpaid staff, volunteers and community service workers.


6. Reporting Structure
This position reports directly to the Board of Directors. The Manager is the most senior employee of Theler Center and as such is the primary person responsible for assuring significant issues are reported to the Board in a timely manner.


7. Performance Review
Subject to the prior review and approval of the Board of Directors, the President of the Board will evaluate the performance of the incumbent at approximately 3, 6 and 12 months during a one-year probationary period and at least annually thereafter on or about his/her employment anniversary date. Following Board approval of the performance review, the President will discuss the results of the review with the incumbent. The Board may, at its discretion, provide for additional follow-up or periodic performance reviews.


8. Exemption Status
This is a supervisory position and as such is an exempt position as defined by the Fair Labor Standards Act.


9. Compensation
Annual salary range is dependent on the qualifications and experience of the incumbent, merit and availability of funds. Salary will be reviewed by the Board periodically to assure it is competitive based on the needs and resources of the organization.
Paid personal/vacation leave begins after 12 months of employment and may accumulate year to year. 
No sick leave or health care benefits are included.


10. Working Hours
The incumbent works a nominal 40-hour week. Work schedule is flexible, but may require evening and weekend work and split shifts.


11. Qualifications
11.1. Skills
Information Skills: Acquires, evaluates, organizes, maintains, interprets and communicates. 
Interpersonal Skills: Teamwork, customer service, leadership, negotiation, working with culturally diverse population. 
Resource Allocation Skills: Ability to effectively manage money, materiel, facilities, human resources using QuickBooks® or other common management tool. 
Systems Skills: Understands, monitors and corrects performance of Theler Center programs. 
Responsibility and Self-Management Skills: Self-starter with the ability to effectively manage time
Thinking Skills: Decision making, problem solving, creative thinking, reasoning.
Language Skills: Able to speak and write well in English.
Math Aptitude: Normal math skills as required to maintain financial accounts and assess invoices and cost estimates.
Ability to communicate effectively verbally and in writing.
Ability to speak in public.
11.2. Education/Training
Associates or Bachelor’s Degree and related experience; or equivalent combination of education and experience.
Relevant education/training in MS Word® and MS Excel® and QuickBooks for Nonprofits® accounting software.
11.3. Experience
Five years progressive experience in a field applicable to this job, including two years experience supervising or directing other employees, or an equivalent combination of education, training and experience.
Volunteer work at Theler Center will be credited more highly than other experience.
11.4. Certification/Licenses/Other Requirements
Valid Washington State Patrol background check;
Valid Washington Driver's License. 
Requires use of personal vehicle for organization business (proof of paid-up insurance required).


12. Work Environment
The majority of work will be performed indoors, however the incumbent is required to also perform work outdoors. The noise level in the work environment is usually moderate.


13. Physical Demands
This position requires that the incumbent be in general good health and able to perform normal office tasks, including using a computer.
The incumbent occasionally stands, reaches with hands and arms and lifts and/or moves up to 20 pounds. The employee is frequently required to walk and climb on ladders or inclined ground. The employee is regularly required to hear, talk, sit, use hands to finger, handle and feel, and repetitively use right and left hand for fine dexterity. Specific vision ability required for this job includes color, close vision, peripheral vision, depth perception and ability to adjust focus. Specific hearing ability required by this job includes the ability to hear and understand others.

14. Promotional Opportunities
Since this position is the most senior position in Theler Center, no promotional opportunity is available.
